L&Q delays leave Shepherd’s Bush mother in unsafe flat until 8 August 2026

A Shepherd’s Bush mother will return to her flat on 8 August 2026 after eight months of repairs, but discovered exposed electrical sockets, unfinished flooring and construction debris during a pre-move inspection. L&Q, which manages the property, has apologised for the delays and promised to complete the work before her family’s return.

Eve, who did not provide her full name, was told in a 29 July email from L&Q that she could move back into her home at Newall Court. However, when she visited the property to check progress, she found the flat in an incomplete state. In an email to L&Q seen by the Local Democracy Reporting Service, she wrote that the property was "plainly evident" as unsuitable for occupation.

Health concerns and repeated disruptions

Eve’s daughter has severe asthma and life-threatening allergies, requiring a safe and stable home environment. The family has faced repeated disruptions, including a two-day period without a bath after contractors removed the old one without a replacement. Eve described the stress of managing her children’s health while living in temporary accommodation, including an Airbnb in Shepherd’s Bush.

In April 2025, Eve told the Local Democracy Reporting Service about a lift in the block that dropped two floors while she was inside. She said her daughter now refuses to use the lifts, forcing her to climb stairs despite her asthma. The family was initially decanted to a temporary home in Ladbroke Grove in August 2025, but has since been moved multiple times.

L&Q’s response and next steps

Mark Newstead, L&Q’s Director of Major Programme, acknowledged the delays and apologised to Eve. He said the repairs took longer than expected due to unforeseen issues. Newstead confirmed that the remaining work would be completed before Eve’s family moves back on 8 August 2026. He also agreed to a pre-move-in inspection to ensure the flat is safe and ready for occupation.

Eve has requested the inspection to verify that all works are finished, including the removal of dust and paint fumes that could trigger her daughter’s asthma. She told the Local Democracy Reporting Service that she will not accept rushed or incomplete work, given the impact on her children’s health.

L&Q has not disclosed the total cost of the repairs or the reason for the extended delays. The family’s belongings are scheduled to be delivered to the flat over the two days following their return.
