Short-faring crackdown at Waterloo recovers £45,000 in four weeks

A targeted operation by South Western Railway at Waterloo station has uncovered widespread short-faring, where passengers buy tickets only for the final leg of their journey. The practice, which involves purchasing a Vauxhall-Waterloo ticket to exit barriers despite travelling from further out, has cost the operator an estimated £1 million in lost revenue each year.

In the first four weeks of the operation, which began in June 2024, revenue protection officers identified 153 cases of short-faring. This compares with just seven cases during the same period in 2023. The crackdown has so far recovered £45,000 in lost revenue, according to South Western Railway.

Changing tactics

The operator reported a shift in passenger behaviour following the increased checks. Around a third of those previously identified as short-faring are now purchasing the correct ticket for their full journey. However, others have adapted by buying barcode tickets from different London stations.

Purchases of barcode tickets from stations other than Vauxhall rose by 89% after the operation began. South Western Railway stated that its monitoring systems allow it to track and respond to these changes in real time.

Broader impact on fare evasion

The Vauxhall-Waterloo operation is part of a wider strategy to reduce fare evasion across the South Western Railway network. The company reported a 67% reduction in fare evasion since 2017, with an additional 11% decrease over the past year. Despite this progress, it estimates that 6.5 million journeys are still made annually without valid tickets, costing nearly £40 million in lost revenue.

Recent prosecutions highlight the scale of the issue. In one case, a passenger allegedly avoided £11,000 in fares over four years by travelling from Hampshire to London without the correct ticket. Another case involved a passenger accused of evading £20,000 over three years on journeys between Surrey and London, while also fraudulently using a 16 to 17 Railcard.

South Western Railway confirmed that ticket checks will continue at Waterloo and other stations as part of its ongoing revenue protection efforts. Passengers travelling through Vauxhall or Waterloo should ensure they hold valid tickets for their entire journey to avoid penalties.
