City of London Police dismiss PC Isaac Keown for sharing domestic incident footage

City of London Police have dismissed PC Isaac Keown after he recorded footage of a vulnerable woman during a domestic incident and shared it with his cousin. The incident occurred in August 2023, when Keown attended a call where a woman grabbed a knife, reportedly intending to self-harm.

Keown, who disarmed the woman, later recorded part of the incident on his personal phone. He sent the footage to his cousin, PC Treadwell, a serving officer in Gloucestershire. The force’s misconduct panel found his actions breached confidentiality and amounted to gross misconduct.

Panel rules breach was deliberate

The panel heard that Keown initially claimed he recorded the footage because the police station was busy and he did not want to keep accessing his body-worn camera. He told investigators he sent it to Treadwell to show her the challenges officers face.

However, the panel noted inconsistencies in his account. Keown accepted he was fully aware of the force’s confidentiality policies. The panel concluded his actions were deliberate and fell below the standards expected of an officer.

A psychiatry report dated 4 June 2026 stated Keown showed signs of trauma related to the incident. It found no evidence of a severe mental disorder affecting his judgement at the time. The panel considered this but ruled it did not excuse his conduct.

What happens next for Keown

Keown was dismissed without notice on 29 July 2026 and added to the police barred list. This prevents him from working in policing again. The City of London Police Professional Standards Department confirmed no further internal action is pending.
