An enforcement crackdown is underway as the Council aims to achieve the cleanest streets in England for our communities.

An enforcement crackdown is about the get underway in Kensington and Chelsea as the Council embarks on a mission to achieve the cleanest streets in England.

Nine new officers from Kingdom Local Authority Support will be joining an existing team of 28 Council street enforcement officers. The new officers will help tackle on the spot offences like littering, graffiti and fly-posting, freeing up more of the Council team to work on more complex cases like fly-tipping investigations.

A new street enforcement team was introduced in 2024, combining previous teams to upskill officers to deal with a wider variety of environmental offences and anti-social behaviour. 

Fines will be increasing across the borough for offences like fly-tipping, littering and graffiti. The penalty for fly-tipping increasing from £400 to £1,000. Fines for littering, fly-posting and graffiti will increase from £150 to £300.

Cllr Cem Kemahli, lead member for planning and public realm, said:

 

“I want us to have the cleanest streets in England for everyone who lives and works in Kensington and Chelsea, as well as our thousands of visitors. Enforcement is the best deterrent against rubbish behaviour like littering or fly-tipping. 

 

“Our hard-working street enforcement team has dealt with tens of thousands of requests over the last year, but by bringing in extra manpower from Kingdom, we can hold more offenders to account. Fines are increasing too, so this is a warning to let everyone know we just won’t tolerate people abusing our streets – there will be consequences.”
 

What does the street enforcement team do?

Throughout 2024, the Council’s street enforcement team responded to 22,235 service requests, issuing 2,157 fixed penalty notices. The team:

  • investigates fly-tipping;
  • enforces against littering, fly-posting and graffiti;
  • enforces Public Space Protection Orders – examples in Kensington and Chelsea include noisy and nuisance vehicles and restricted busking;
  • deals with obstructions to the highway, such as removing rental e-bikes in dangerous locations
  • works with police to patrol and engage with residents;
  • supports the smooth running of Notting Hill Carnival;
  • deals with abandoned vehicles;
  • ensures residents and businesses are presenting their rubbish and recycling correcting, and educating and enforcing where necessary.
