Kingston KFC delivery hours decision due after 15 resident objections

A KFC branch on North Parade in Chessington could soon be permitted to accept delivery orders until 1am from Monday to Thursday and 2am on Fridays and Saturdays. The application, submitted by operator K&Z Newhaven Ltd, has drawn objections from 15 residents concerned about late-night noise.

The venue would only remain open for deliveries after 11pm, not for dine-in customers. Residents told Kingston Council’s licensing committee on 13 August that the area is typically quiet at night, making any disturbance from delivery mopeds more noticeable.

David Williams, a local resident, told the committee that delivery drivers predominantly use mopeds and scooters, which he described as a daytime nuisance. He said the noise would be worse at night and could force him to consider moving away.

Lib Dem councillor Joanne Barker, representing the ward, echoed these concerns. She said there was no guarantee delivery drivers would use electric vehicles, which are quieter. "This place is absolutely pin-drop quiet at night," she said.

Applicant argues for limited impact

Piers Warne, a lawyer representing K&Z Newhaven Ltd, said the branch expected only a small number of delivery drivers during late-night hours. He added that drivers could leave more quickly than during peak times and that electric vehicles were becoming more common.

Warne also pointed to a temporary permission granted in June and July, which allowed the branch to operate until 2am for deliveries. He said no complaints were received during that period. "This is a very robust operating schedule," he told the committee.

No responsible authorities, such as the police or environmental health, objected to the application. The committee’s decision is expected to be published in the coming days, though no specific date has been set.

What happens next

Kingston Council’s licensing committee will publish its decision on the application in writing. If approved, the KFC on North Parade will be permitted to accept delivery orders until 1am or 2am, depending on the day. Residents will have no formal right of appeal if the decision goes against them.

If the application is rejected, K&Z Newhaven Ltd could appeal to Kingston Magistrates’ Court within 21 days. The council has not indicated when the decision will be made public.
