Enfield Council grants alcohol licence to Ponders End community venue

Enfield Council's licensing subcommittee has granted a premises licence to the Ingiltere Tavla Koyu Sosyal Dayanisma Dernegi, a Turkish community association in Ponders End. The licence permits the sale of alcohol during member-organised events at its Queensway building. The venue operates as a community interest company with approximately 480 members across London.

The licence was granted subject to a range of conditions designed to address concerns raised by objectors and councillors. These stipulations include the implementation of traffic management plans and the provision of a supervised smoking area for up to seven people. Children will not be permitted outside the premises unless accompanied by an adult. Organisers must also actively discourage attendees from congregating outside the venue and remain contactable by phone during and for at least 30 minutes after events.

Robert Sutherland, a consultant solicitor representing the applicant, stated that the venue is not intended for general public hire or as a casual drinking establishment. He described it as a regulated space for specific events such as birthday parties and wakes. The association also stated its intention to implement weekly rubbish collections to mitigate littering issues.

Concerns submitted to the council included potential traffic safety issues due to the volume of vehicles in the area, as well as problems with litter and the misuse of bins belonging to neighbouring businesses. Objectors alleged that venue users had previously used other businesses' bins when staff were not present.

Kenan Yildirim has been designated as the premises supervisor. He informed the licensing committee that the organisation provides services for eligible members of the Turkish community, including elderly individuals and children with learning disabilities. The venue has a maximum seating capacity of just over 200 and hiring will be restricted to members only, with table service for alcohol.

Senior Conservative councillor Michael Rye, who chaired the committee meeting, announced the decision to grant the licence in part, contingent on the applicant meeting the agreed conditions. The venue is located within Unit 13 C-D of Queensway Industrial Estate, near Southbury Station.
